All-Stars Selection Process

Northwest Little League All-Star Player and Manager Selection Process

  1. Northwest Little League will strive to field an All-Star team for each of the postseason tournament divisions established by Little League. This includes a 10u, an 11u, and a 12u team. The 12u All-Star team shall be composed only of 12u players, the 11u team of 11u players, and the 10u team of 10u players.  

  2. All regular-season players may submit their name for inclusion on the appropriate slate of candidates. Each slate corresponds to an age group and shall include every player who (a) has submitted their name to be considered for All-Star team selection, (b) is eligible for selection as per Little League rules, and (c) is available from June 1st through the end of the All-Star tournament.  

  3. The Commissioners and the NWLL Tournament Director will work together to vet the slates of candidates to ensure that only those players who are eligible and available for postseason play are included. Once complete, a final ballot shall be created for each tournament team. The NWLL President will review the final slates of candidates and approve each tournament ballot. 

  4. The Commissioners will collect regular-season GameChanger data from each coach in their division. The board will consolidate and distribute the data to all head coaches ahead of the selection meetings. Key statistics may also be included on the player ballots.

  5. The Minors and Majors Commissioners will each conduct an All-Star selection meeting, with all head coaches, all first assistant coaches, the President, the Vice President, and the Player Agent in attendance.  
    1. The Minors meeting shall occur before the Majors meeting. The following will be determined during the Minors meeting, in order : (i) the top twelve 10u All-Star candidates, (ii) the 10u All-Star Manager, and (iii) the top five 11u All-Star candidates from the Minors division. The regular-season head coaches of the top five 11u All-Star candidates shall attend the first portion of the Majors meeting to advocate for their 11u candidates.
    2. The Majors meeting shall occur after the Minors meeting. The top five 11u All-Star candidates from the Minors division shall be added to the 11u All-Star ballot along with all Majors 11u candidates. The following will be determined during the Majors meeting, in order: (i) the top twelve 11u All-Star candidates from the Minors and Majors division, (ii) the 11u All-Star Manager, (iii) the top twelve 12u All-Star candidates, and (iv) the 12u All-Star Manager. All registered Majors coaches (including 3rd and 4th coaches) who are familiar with 11u players are encouraged to attend and advocate for the 11u candidates.  
  6. Head coaches shall present credentials for the All-Star candidates from their regular-season teams. Head and assistant coaches are expected to provide honest feedback on each candidate and to advocate for the players on their team. Coaches must use the provided NWLL statistical data as part of the discussion, though All-Star selection is not based on statistics alone. Any information pertaining to baseball played outside of NWLL (including Select ball) is irrelevant and shall not be discussed in the meeting. After each player is presented, all in attendance may discuss nominees as necessary. Comments about individual players must always be kept in the strictest confidence.

  7. The top twelve All-Star players for each age group and the three All-Star Managers will be determined by a vote. Only head coaches may cast a vote (one vote per team), unless an assistant coach is nominated to cast a vote on behalf of their head coach. 
    1. Minors head coaches will vote to determine the top twelve 10u players, the 10u manager, and the top five Minors 11u players. 
    2. Majors head coaches will vote to determine the top twelve 11u players, the 11u Manager, the top twelve 12u players, and the 12u Manager.   
  8. Player Voting: Player voting shall occur before Manager voting. Each regular-season head coach will first cast twelve individual player votes for the All-Star players. The six players with the most votes (plus ties) will be included on the All-Star team. The coaches will then discuss the remaining players to build the best and most complete team. Next, each regular-season head coach will cast six individual player votes for the All-Star players. The three players with the most votes (plus ties) will be included on the All-Star team. The coaches will then discuss the remaining players. Finally, each regular-season head coach will cast three individual player votes for the All-Star players. The player(s) with the most votes will be included on the All-Star team (bringing the total to twelve players). In case of a tie, the players tied and vying for the last of the twelve spots will be voted on again, and the player(s) with the most votes will be added to the team until a team of twelve is created. If the voting ultimately creates a stalemate for the last elected spot on the roster, the President, with consultation from the Commissioner, Vice President, and Player Agent, will cast the deciding vote. All candidates not selected to the initial team of twelve will be included in the candidate pool from which the All-Star Manager may select additional players to be included on the All-Star team.

  9. Manager Voting: Manager voting shall occur after Player voting. Any regular-season head coach or assistant coach wishing to be considered as a candidate for All-Star Manager shall be eligible to run. Manager candidates should be prepared to speak on their own behalf as to why they should be selected to represent NWLL as the All-Star Manager. The Commissioner, Vice President, President, Player Agent, and all head coaches each cast one vote for the Manager. In the event a voting Head Coach has a second vote per their NWLL board member status (Commissioner, Vice President, President, Player Agent), their second vote will be replaced with a NWLL board member (selected by the President) who will vote in their place. After the first round of voting, the candidate receiving more than 50% of the votes shall win the election. If no candidate receives at least 50% of the initial votes, there will be a run-off between the two candidates who received the most votes. The candidate with the most votes in the run-off shall win the election. In the event of a tie, the President will cast the tie-breaking run-off vote. The winning candidate shall be declared the All-Star Manager, pending the President’s approval. If the candidate is not approved, the President shall organize another round of voting. 

  10. The All-Star Manager will select two assistant coaches at their discretion. The President must approve both assistant coaches. The Manager is not required to add any players to the roster beyond the twelve players selected by vote. However, the Manager may add up to two players to the team from the candidate pool at their discretion. The Tournament Director will determine the date by which any additional All-Star players must be selected by the All-Star Manager, taking into consideration the time and effort required to put together other postseason teams.

  11.  The All-Star Managers will notify players selected to the All-Star teams per Little League guidance, historically between May 15th and June 1st. Candidates not selected to the All-Star team will be notified by their regular-season head coaches on that same date. Commissioners shall confirm that head coaches have reached out to all candidates on this date. The All-Star Managers shall confirm that all selected players are fully committed and available for the duration of the All-Star season. Any player who is not available shall be replaced at the Manager’s discretion.
